Technologies and how we use them

Due to the rapid developments in the world of technology and progressing digitalisation, human life without technology is no longer conceivable today. Therefore, enhancing ethical awareness is becoming ever more important. The aim of applying technoethics to critically analyse engineering and technology at the core and application levels is to gain new impulses for the responsible use of and interaction with technical innovations.

Target group

The German-language distance learning programme is aimed at professionals in natural sciences and engineering, health management, medical informatics, medical IT consulting and systems management as well as doctors, medical professionals and nursing staff.

Objective and degree

The Certificate programme provides the participants with knowledge, skills and competencies in order to understand ethical situations and problems in the broad field of technology and to subsequently take a stand in accordance with the ethical and theoretical requirements. To this end, participants will be enabled to apply the acquired methods and formulate critical-constructive opinions and potential solutions.

Graduates are awarded a diploma from the Technische Universität Kaiserslautern as well as a university certificate.

The Certificate programme comprises ten compulsory modules and compulsory elective modules that focus on, for example  

  • Fundamentals of ethics,
  • Applied ethics, technology assessment, technoethics,
  • Opportunities and risks in light of the digital transformation in the German health care sector,
  • Ethical orientation in a digitally transformed health care sector,
  • Introduction to the special features of ethics in computer science,
  • Automatic, informatic data collection, administration and communication, culture of a knowledge society.

Admission requirements

  • Access with a first degree

The application is open to persons with a first degree of at least six semester from any discipline. Further information can be found here.

  • Access without a first degree

Interested persons without a first degree have the opportunity to qualify for the programme by taking an aptitude test if they have sufficient relevant professional experience.

Schedule and organisation

The Certificate programme Technoethics has a standard period of study of two semesters (part-time). Mandatory on-campus phases take place once per semester in Kaiserslautern over a (long) weekend. The written module examinations are completed during mandatory on-campus phases.

A weekly commitment of around 15 hours is required to study the material, complete the mail-in exercises and take examinations (amongst others).


At a glance

At the moment, the tuition fees are EUR 1,350 per semester as well as the social contribution of currently EUR 102 per semester. The tuition fees do not include travel and accommodation expenses or meal allowances during the on-campus phases. Only the social contribution is charged in the first and second semester after the end of the standard period of study. Tuition fees are reduced to 30 percent of the original fee as of the third semester exceeding the standard period of study. The tuition fees are exempted from German VAT and may be tax-deductible if the legal requirements are fulfilled. An installment payment request is possible, further information can be found here.

The aim of the aptitude test is to determine whether candidates with professional experience but no university degree have comparable skills and knowledge to candidates with a completed undergraduate degree. The application for admission to the aptitude test must be submitted to the Subdivision Distance Student Affairs.

The legal and organisational framework of Technoethics is defined in the examination regulation.

The Certificate programme's scientific director is Prof. Dr. Karen Joisten (TU Kaiserslautern). The programme is a member of the education alliance.

The Certificate programme has undergone an internal quality assurance process within the TU Kaiserslautern's system accreditation.

Depending on personal preference, students can also obtain the certificate "Fundamental Knowledge in Technoethics" and the two specialisation certificates "Medical Technoethics" or "Technoethics in Computer Science".

The Fifth Social Code (SGB V) obliges all physicians working in Germany - regardless of whether they are established, authorised or employed - to undergo continuous professional training. Thus, not only contract physicians (§ 95 d SGB V), but also specialists working in hospitals (§ 136 b Para. 1 Sentence 1 No. 1 SGB V) must comply with the obligation to provide further training. Altogether every five years at least 250 advanced training points are to be proven. If the obligation for advanced training is not fulfilled, different occupation-legal sanctions threaten, like fee reductions or withdrawal of the permission/revocation of the authorization and/or employment permission.

Within the framework of successful participation in the specialisation "Medical Technoethics", students can earn 100 continuing education points (CME points). The Certificate programme in Technoethics with the specialisation "Medical Technoethics" is recognised by the Academy for Medical Continuing Education in Rhineland-Palatinate as an advanced training course and is assigned to category D (advanced training contributions in print or electronic media with subsequent learning control).

Distance learning programmes are basically defined by the fact that students do not physically attend the institution of higher education, instead the institution of higher education comes to them. Both programme organisation and the didactically prepared learning materials are based on the concept of independent learning: the learners are supported in taking personal responsibility for their own learning process by a teaching-learning arrangement that consists of a combination of self-learning materials, on-campus phases and online-based interactions in the online campus. Each programme has an own virtual learning environment within the online campus that accompanies the students for the duration of their course. During the on-campus phases, the students have the opportunity to consolidate and substantiate the self-taught content in the context of practical classes and group work and to further discuss their acquired skills and knowledge in consideration of current issues.
